Coordination Platform for Improving Air Quality in Hsinchu and Miaoli
To find ways for further strengthening control measures to improve air quality in the region, the environmental protection bureaus of Hsinchu County, Hsinchu City, and Miaoli County as well as the HSPB meet on a quarterly basis. High on the agenda is interagency consolidation and coordination with regard to control of stationary and mobile pollution sources as well as fugitive emissions in order to maintain and improve air quality.
Raise Subsidies for Retiring Old Motorbikes
Higher HSPB Subsidies for Retiring Old Motorbikes
As part of the HSP’s offset program for increased emissions, the HSPB teamed up with Hsinchu County, Hsinchu City, and Miaoli County to offer subsidies for retiring old motorbikes in 2022. Under this initiative also meant to promote green transport, the HSPB provided the three jurisdictions with NT$3 million each. In turn, members of the general public who opted for retiring their old motorbike would get a NT$1,000 subsidy apiece and those of low-income households, NT$2,000. Out of the hearty response thus generated, subsidies went toward the retirement of 329 two-stroke motorbikes and 5,899 four-stroke ones. This subsidy program not only offers air pollution offsets for the HSP’s prospective manufacturing facilities but also helps improve air quality in Hsinchu and Miaoli.
One-Stop Platform for Scrap Vehicle Recovery
To facilitate Taiwan Semiconductor Manufacturing Co., Ltd.’s Baoshan Base Phase II Expansion Project, the HSPB decided to endorse the Environmental Protection Administration’s “One-Stop Platform for Scrap Vehicle Recovery” that attaches carbon rights offsets to the procurement of 100,000 retired motorbikes to be replaced by electric ones in two years. On the basis of NT$1,500 for each carbon reduction certificate (a-2.3 ton reduction in greenhouse gas emissions), it is estimated that the two-year procurement will secure 276,000 tons of CO2e (138,000 tons a year). The EPA’s One-Stop Platform for Scrap Vehicle Recovery was launched on June 10, 2022 for businesses and the public to trade in carbon rights. As of December 31 of the same year, 15,323 transactions had been conducted on this platform.

Promote Recycling in the HSP
In line with government policy, the HSPB

gives priority to fostering the circular economy by means of waste reduction from the source. In 2022, the HSP's waste recycling ratio came in at 89.93%, exceeding the 86.4% target of Taiwan SDGs. To rally tenant companies to take action on this front, the HSPB is proactive to have experts talk to them about transforming wastes into resources and organize visits to businesses that specialize in recycling, which may also help with business matching. Separately, advisors are called in to offer guidance on how to create resources out of wastes, thereby easing the pressure of inventories piling up.
