reports, the HSPB undertakes total mass control of air pollutants, wastewater (sewage), and wastes in two stages: investment application and operational management. The former resorts to projecting total masses of pollutants to be incurred by incoming tenants for assessing their impact on the HSP's overall pollutant emissions; the latter focuses on the pollutant emissions of tenant companies in business operations and calls for prior approval and reporting management as well as on-the-spot checks, when necessary, to keep data on the HSP's total mass of pollutants up to date. As of
the end of 2022, all HSP parks complied with applicable requirements with redundant capacities of 52.1-100% against their respective approved total masses for air pollutants; 8.54-100% for wastewater (sewage); and 22.6-92.1% for wastes.
