2 International Cooperation and Expansion of Overseas
Markets
Currently the HSPB is a member of the International Association of Science Parks (IASP) and the Asian Science Park Association (ASPA). HSPB personnel are regularly sent to these organizations' annual conventions to present papers and introduce the HSP, as well as to interact and form alliances with other member parks and their tenant companies or affiliated organizations. A highlight for 2019 was the HSPB’s taking its lead from the government’s New Southbound policy and engaging in vigorous exchanges with India to promote bilateral industrial cooperation.
ASPA Conference 2019
With “Prospects and Challenges of Science Parks in Digital Era” as the theme, the HSPB hosted ASPA Conference 2019 in Hsinchu in November. The event, where experts were invited to discuss related issues and propose solutions, attracted a total of 278 attendees from 16 countries, including the U.S., Russia, Japan, Korea, India, Palestine, Malaysia, Indonesia, Bhutan, Thailand, Vietnam, Turkey, and Mongolia. More than half of the foreign attendees came from countries covered by Taiwan’s New Southbound policy. On the occasion, Somnics, Inc. of the HSP walked away with the year’s ASPA Award.
Promote Cooperation With India and Thailand Under the New Southbound Policy
1. Organize an economic and trade delegation to India and attend Taiwan Expo 2019 in India
Jointly headed by HSPB Deputy Director-General Andrea T. J. Hsu and Taiwan India Business
Association Chairman Theodore Huang, an economic and trade delegation traveled to India in May 2019. Comprising representatives from Liverage Biomedical Inc., ProtectLife International Biomedical Inc., General Biologicals Corp., Caduceus Biotechnology Inc., AnTaimmu BioMed Co., Ltd., Taiwan Biomaterial Co., Ltd., Hermes-Epitek Corp., and Artise Biomedical Co., Ltd., the delegation called at Bangalore, Hyderabad, and New Delhi. The delegation also organized two medical care forums, one in Bangalore and the other in New Delhi, attracting a total of 76 participants from 69 of India’s medical equipment companies. Separately, the Hsinchu Science Park Biotech Hub set up by the HSPB at Taiwan Expo 2019 in India attracted some 450 visitors.
2. The Ministry of Science and Technology’s leading HSP companies to expand business in India
In July 2019, Deputy Minister of Science and Technology Hsu Yu-chin headed a delegation that comprised HSPB Director-General Wayne Wang and representatives from three electric car companies—Chang’s Ascending Enterprise Co., Ltd., Fukuta Electric & Machinery Co., Ltd., and H.P.B. Optoelectronics Co., Ltd.—to India to engage in exchanges and explore business opportunities. In addition to attending a bilateral deputy ministerial meeting on technology and meeting with the Indian minister of science and technology, the delegation called at Mahindra’s electric car division and Ather Energy for in-depth interaction and discussion about cooperation possibilities down the road. Meanwhile, Deputy Minister Hsu and his entourage also met with Taiwan’s businesspeople operating in India to learn about their operations and the challenges confronting them.
