3 Bolster Protection of Critical Facilities
The HSP is considered an integral part of the country’s critical infrastructure. The following security management and protection measures are implemented to strengthen the protection of HSP facilities and enhance overall operational security:
Smart Monitoring System
To strengthen the joint emergency response mechanism formed with the fire bureaus of Hsinchu County and Hsinchu City, the HSPB has established an automatic detection system across the HSP’s major crossroads to keep track of the entry of fire trucks on a real-time basis. The aforesaid system can readily identify fire trucks and automatically relay the information to the HSP’s 7/24 Emergency Reporting Center, thereby allowing the HSPB to initiate response measures in a more timely manner.
Special Police and Security Guards
The HSP is assigned a special police squadron of 141 officers charged with patrolling, guarding, call- responding at duty counter, undercover ambushes, spot checks, foreign affairs, handling of mass activities, disaster reporting, prevention and investigation of criminal cases, handling of traffic accidents, control, and violations, etc. In 2022, the HSP’s special police dealt with a total of 2,123 traffic cases, took up 235 criminal cases and solved 194 such cases, and undertook 107 public service cases.
To better protect HSP employees and help special police uphold public security, the HSPB has engaged 18 security guards to lend support in matters
Firefighting Guidance for HSP Companies
To help tenant companies enhance their firefighting and emergency response capabilities, the HSPB is keen to implement the firefighting guidance program initiated together with the fire bureaus of Hsinchu County and Hsinchu City and the Association of Industries in Science Parks. Training sessions as well as on-site guidance and drills are offered for tenant companies to bolster their regulatory compliance and disaster responsiveness, thereby warding off disasters and minimizing losses thus incurred. In 2022, the HSPB hosted four such explanatory seminars, five on- site guidance sessions, and one compound disasters (fire and earthquake) drill.

The HSP’s 7/24 Emergency Reporting Hotline
The HSP’s 7/24 Emergency Reporting Center is responsible for keeping in contact with ERC-equipped tenant companies and coordinating with the fire bureaus of both central and local authorities to ensure
       outside the domain of public authority and increase the density and frequency of patrols across the HSP.

timely reporting of any major accident or disaster and a swift response thus warranted. In addition to providing tenant companies with emergency consultations, the hotline handled 474 emergency calls and initiated 20 emergency dispatches in 2022.
