18 Hsinchu Science Park 2019Annual Report 4. Construction of Public Lavatories in the
Tongluo Park
Meant for park employees and cyclists using the western biking path, two public laboratories were completed at the Tongluo Park’s Parking Lot No. 7 and No. 15 on December 28, 2019. Some sections of the area’s pedestrian path also underwent improvement.
5 Improvement of Traffic Infrastructure
Longtan Eastbound Access Road Expansion Project
With tenant companies already starting operations in the Longtan Park, the HSPB teamed up with the Taoyuan City government to undertake this project that will expand the existing alleyway (Section 1, Yongguang Road) between the park and Shenting Road to the east into a two-way, single-lane access road 15 meters wide and some 990 meters long (for automobile, motorcycle, and pedestrian use). Not only to facilitate traffic, it is meant also to help put neighboring land to more productive use. With the Taoyuan City government paying for land acquisition and the HSPB assuming the construction cost, the project kicked off on October 8, 2018. Completion is slated for December 2020.
Addition of Seven YouBike Stations in the Hsinchu Park
In 2017, eight YouBike stations were installed in the Hsinchu Park to offer public bicycle sharing services. On December 23, 2019, seven stations were added: National Chiao Tung University-Xin’an Road,
Yanfa 2nd Road Parking Lot, Xingye 2nd Road Parking Lot, Lixing 1st Road-Lixing 6th Road Intersection, Yuanqu 3rd Road-Yanxin 1st Road Intersection, UMC Recreation Center, and Association of Industries in Science Parks. Now a total of 15 YouBike stations are scattered across the Hsinchu Park to offer 375 bikes that serve as an alternative to the park’s shuttle bus and private vehicles for commuting, business visits, and transfer transportation. The feat that the Hsinchu Park is not only the first science park in Taiwan to usher in YouBike but also the one boasting the largest number of YouBike stations attests to the HSP’s commitment to making a green park.

Security Management Measures
Transfer of Firefighting Operations
After the HSP became operational, a set of regulations governing its establishment of a fire brigade were adopted on September 1, 1982. A fire brigade was set up accordingly to help ensure the fire safety of tenant companies. Subsequently, however, changing times saw implementation of the Fire Services Act and the Local Government Act that designate the municipality, city, and county governments as the firefighting regulatory authority where applicable. As such, the firefighting operations of other science parks established by the Ministry of Science and Technology subsequently have all been placed under the jurisdiction of relevant municipality, city, or county governments.
