Improve Facilities to Be Shared by All
 1Smart and Smooth Traffic Traffic Enforcement for Traffic Safety
To deter violations, reduce accidents, uphold safety and order, and enhance enforcement efficiency, the HSP’s special police has installed traffic enforcement devices at a total of 11 spots along the HSP’s primary connecting roads as well as at National Freeway No. 1’s entry/exit ramps known for vulnerability to accidents and violations. Hopefully these will help prevent congestion and keep traffic smooth during peak hours.
A total of 247 violations—ignoring signals, markings, or signs while driving and running red lights among others—were reported in 2022 after the aforesaid traffic enforcement devices became operational on September 16 of the year.

Building and Widening Roads for a Better-Rounded Network
Connecting Road Under THSR Viaduct: Phase III
Phase I (Xinglong Road-Gongdao 5th Road) and Phase II (Gongdao 5th Road-Zhongxing Road) of the project already opened to traffic in 2015 and 2019 respectively. Under collaboration between the HSPB and the Hsinchu County government, Phase III (Zhongxing Road-Lixing Road) is slated to be completed at the end of 2023. Spanning a total of some 1.3 kilometers, this ongoing project is intended to build a people-centric road for meeting practical needs— traffic, landscaping, and drainage—plus a biker path. Upon completion, it will help save Chupei-Hsinchu Park driving time by 15-20 minutes.
Building New Road and Expanding Lixing 3rd Road for Baoshan Base Phase I Expansion Project
In line with the Baoshan Base Phase I Expansion Project, the HSPB expects to complete building a 20-meter-wide road and expanding Lixing 3rd Road in early 2023. In addition to easing traffic congestion on Lixing 3rd Road, a new alternative is being provided for connecting to Kehuan Road.
Expansion of Kehuan Road
Spanning 1,820 meters, the project runs between the crossroads of Kehuan Road and Lixing 3rd Road in the north and the intersection of Daya Road and Lane 103, Section 2, Daya Road in the south. Different sections will be expanded to 24 meters and 27.5 meters respectively and improvement will be done on road foundation and pavement throughout. Meanwhile, electricity, telecommunications, cable TV, and streetlight entities will be called in to work together on moving their pipelines underground as a demonstration project, thereby improving the landscape and traffic safety. Completion is scheduled for 2024.
Assist in Evaluating Feasibility of Improving Baoshan Interchange
The HSPB teams up with the Hsinchu County government and Taiwan Semiconductor Manufacturing Co., Ltd. to conduct a feasibility study on improving National Freeway No. 3's Baoshan Interchange. As the Baoshan Base Expansion Project is expected to bring more traffic to Baoshan Interchange, entry/exit ramps are proposed for Baoshan Road with a view to diverting traffic away from ramps connecting to Kehuan Road. Upon its completion slated for this year, the Hsinchu County government will present the final evaluation report to the Freeway Bureau, Ministry of Transportation and Communications for review.
