With “Seize the Opportunity to Start a New Era” as its goal for 2019, the HSP implemented a number of action plans to promote industrial innovation, optimize the smart environment, and drive cross-sector integration. A summary of its accomplishments is as follows:
Promote Industrial Innovation—Build on Existing Strengths to Expand to New Territory
Science parks are typically characterized by a high concentration of R&D endeavors. The HSP is proactive not only to build on its existing status as a cluster of industries but also to aggressively introduce new investment projects. In 2019, the HSP ushered in 40 new investment projects. When it comes to helping tenant companies secure the land they need, construction on phase 2 standard plants in the Yilan Park started as scheduled; preparations for the HSP’s X base and environmental impact assessment of the Baoshan expansion project were completed; and the Yilan Park’s revised environmental impact statement also secured preliminary approval. Separately, training sessions were organized on software and AI knowledge and skills, thus allowing more than 1,000 professionals to take their first step toward the relevant industries.
Optimize the Smart Environment—Create a Friendly, Efficient Base for Innovation
As the HSP’s cluster effect multiplies and land becomes increasingly scarce, priority will be given to only introducing innovation-oriented ventures characterized by high efficiency and low pollution in the days ahead.
After planning new phase 2 standard plants for the Hsinchu Park in 2018, the HSPB addressed the following in 2019: the reusability of specific lots; renovation and rotation of standard plants; short-, medium-, and long-term programs for revitalizing the HSP’s core management area; and provision of floor area ratio bonuses to encourage renovation by tenant companies. In terms of environmental sustainability, an energy storage system was installed in the HBSP and planning was completed for functional enhancement of conductivity treatment facilities at the Tongluo Park’s wastewater treatment plant. Thanks to incentives given
to tenant companies to offer childcare services for their employees’ young children, two such facilities were installed in 2019. Roadside devices were added to the HSP’s AI traffic control system that promises to further facilitate traffic throughout. Separately, the HSP hosted a presentation of innovative medical equipment, a forum on technology innovation, and a business-matching session for those involved in AI innovative tools. All of these were intended as platforms to help ignite the spark of innovation.
Drive Cross-Sector Integration—Bolster the Framework for Interdisciplinary Cooperation
A collaboration across the HSPB, institutions of higher learning and businesses in northern Taiwan, and other government agencies, the HSP Industry- Academia-Training Association was officially registered with the competent authority in March 2018. Its goal is to pool resources of all quarters concerned to train the talent needed and promote cross-sector cooperation. As of the end of 2019, it had taken in 10 group members and 49 individual members and had hosted a number of cross-sector technology forums, lectures, and creativity contests, thereby helping promote industrial upgrading.

Unique One-Stop Services
Entrusted by central or local government agencies, the HSPB adopts a unique one-stop service approach toward handling such matters as investment applications, plant construction applications, company and factory registration, import/export certification, labor matters, and factory inspections. Many of such agencies have also established branches in the HSP to provide highly effective administrative services.

The HSPB is charged with promoting the development of technology industry, thereby driving the national economy. Faced with a fast-changing, intensely competitive global environment, the HSPB is proactive not only to keep up top-notch
