iii. Notes

(1) Required documents for application: 2 copies of investment application, 10 copies of investment plan (2 copies will be filed after
      reviewed by the Science Park Bureau, others will be returned), 3 copies of estimation of total pollutants, 2 copies of power/water
     use plan.
(2) Business Plan should follow power, water, and pollution emission management policies at the Park. The Construction
      Management Division of the Science Park Bureau will review the proposed land requirement plan. Investors are advised to
      present relevant documents, e.g. safety, communication, and manpower requirement, etc., to the Science Park Bureau for
      evaluation.
(3) Applications of foreign or overseas Chinese investments are reviewed by the Supervisory Committee of the Science Park Bureau.
      No application to the Ministry of Economic Affairs is required.
(4) Pollutant Emission Plan Review
      (i) The Pollutant Emission Plan is a part of Business Plan, where the review justifies whether the pollutants produced by
           enterprises are legal and whether the pollution prevention policies of enterprises are effective to control the amount of
           pollutants in accordance to national standards.
      (ii) Business registration with environmental protection declaration: All relevant environmental protection related application forms,
           e.g. prevention and control of water pollution policy, stationary air pollution source establishment approval, industrial waste
          clearance plan, etc., should be approved by the Park Bureau before operation. (For enterprises below the scale specified by
          the Environmental Protection Law are supposed to apply to county or city authorities for sanction.
      (iii) Regulations on operating enterprises should be dealt with separately according to environmental protection management
           rules.

iv. Screening Principles
(1) For products not available in Taiwan or production technology is superior to the ones in Taiwan.
(2) For key components (products) urgently needed in Taiwan for R&D purposes.
(3) For industries bring-in at the Hsinchu Biomedical Science Park: new medicine R&D and high level medical devices industries are
     two focuses, whereas new medicines are classified as new properties, complex with new treatment effects, and new clinical
     medical treatment media. High level medical devices , which include the second and the third categories defined in the regulations
     governing medical devices management and classifications.

vii. Capitalization and Capital Structure
(1) Proposed paid-in capital amount is taken as part of review process which should be sufficient for investment plan operation.
(2) Investors can offer loans to the invested enterprises as coordination capital under certain circumstances, the ratios and usage of
      such loans should conform to certain rules.

For application of Park enterprises other than high tech industries, document review procedure is dealt in a case-by-case manner.
